Short dark hair sports a few streaks of powder blue near the top. His eyes are blue, not a really notable blue until he gets annoyed or feels threatened, at which point they start glowing cyan. He's fairly tall, at 6', and while he has a lot of muscle it tends to be in his legs. Interestingly, he sports a single, blue-feathered wing with lighter-blue feathers on the underside. If one bothers looking for it, there is a bit of stub-wing left on the other side, but it's generally hidden by his clothes.
Kaspian doesn't remember where he comes from, not exactly. People have told him the story so many times, that it seems like he remembers, almost, but he doesn't. What he does remember, is a lot of arguing and fighting, and occasionally, someone humming softly to him, and then nothing, really.
Nothing was wrong with him. His parents were activists, one born in Phoenix, the other in Pyxis. As they had both seen and come to understand hardship in a way most in the Dome never really did, they were very loud in their oposition to the registration system. As far as they were concerned, the largest road-block for class equality was actually the registration system, and most likely they weren't wrong. Kaspian's certainly never thought too hard about it.
When the Republic decided enough was enough, and arrested his parents, Kaspian went into the foster system, and then later, Kaspian doesn't know why, into the Special Other Forces. He was four. It turns out his parents had been doing a lot more than just speaking against the registration system, and the Republic got scared someday their kid would be just like them, that rebellion was genetic. He doesn't know the name of the Other he was spliced with. He vaguely remembers seeing it, a really pretty blue bird that shed ice crystals; it died when they were spliced, and in some sense, so did he.
Since then, he's lived in the shadow of his parents, or at least the Republic has never forgiven him for the things his parents did, even if he had nothing to do with any of it. He doesn't know if they're alive. If, maybe they're somewhere in the Tower the same as he is. He supposes it doesn't really matter, either.
He lost a wing in battle with Outlanders. His handler at the time didn't care enough to bother with it, and Kaspian's probably lucky it didn't infect. It occasionally still bothers him, but he hasn't said anything about it, figuring it really just a waste of time.
Most recently, he's been randomly reassigned to a new handler no one recognises the name of. But, he was reassigned by Jadyka Maitra, and anyone Jadyka Maitra endorses is probably not too terrible. Perhaps a bit outside the box, but not terrible. Maybe his danger rating will stop fucking going up randomly now.
