

Unlike many Losrians, Livia was born in the Dome, to a family that hadn't had a Losrian in their lineage in a long time. Livia was, in a sense, quite the genetic throwback, as the Andros line hadn't had an active Losrian in over five generations. Livia was not aware of her status as a Losrian for a long time, as her powers took a while to manifest. Her family raised her as a normal girl in the time where she was one, but of course, this changed when her fire manipulation abilities manifested.
At first the family tried to hide it, but it quickly became apparent that hiding it wasn't going to be possible. Livia was not trained in the art of how to control her abilities, and was notable incapable of doing so, leading to a lot of close calls. In the end, her mother decided to take the risk, and took her daughter across the Char and through the Tiernan Wood to the Outlands.
By some miracle, they survived it. The Wood let them pass through, and led them to Volans, where the two settled and began a new life. Her mother took to the changes startlingly well. Despite being accustomed to living in relative luxury, she handled being less than wealthy with a notable grace. Livia also didn't mind the change, and learned easier to control her fire manipulation powers, through the help of other Losrians that had settled in Volans.
The Republic always said that the Outlands were harsh, untamed, and inhospitable, that the only way of living on Tyrrhenia was to stay in the Dome, but Livia and her mother found out that was a lie the hard way. Volans and the other Outlands cities were teeming metropoli, capable of technologies the Dome only wished it had at its disposal, where people and Others worked together in a relative measure of peace. It was beautiful to see, and Livia didn't regret the experience. It turned out the Dome's climate controls had been shut down quite some time ago; such operations were no longer necessary, because Tyrrhenia managed its climate just fine now, but of course it has been some time since the End. Surely the planet would've recovered, that just made sense.
Livia became a very active part of Volans, and later was even elected its leader. She also later met, and fell in love with, Seth Antares, and she adopted his son, Atenra, like he was her own. Unfortunately Livia has never had the opportunity to have children of her own, but it's likely a side-effect of being born in the Dome that has made her somewhat infertile. (Having children as a Dome citizen is a difficult endeavour, after all.) Someday, perhaps it will happen. She and Seth eventually separated on amicable terms, and they're still friends with one another, and despite him not being hers biologically, Livia's still continued to treat Atenra as her own son.
During a battle with the Republic, Atenra was captured, and Livia may or may not be debating an invasion of the Dome. She knows a lot of its secrets by now and probably could pull it off and do some serious damage before they manage to down her. Thus far, though, she's managed not to, considering it more of a risk than is currently worthwhile. For now, anyway.
